Why is t2209 line 431 not the same amount as the foreign non business income amount that i entered from box 15 (converted to CAD) on the T5 slip?

T2209 line 431 is Non-business income tax paid to a foreign country. Box 15 on the T5 slip is (gross) Foreign income. They don't need to match, and usually won't.

Why is t2209 line 431 not the same amount as the foreign non business income amount that i entered from box 15 (converted to CAD) on the T5 slip?
