Can you change which spouse claims the Manitoba Family Tax benefit?

Since this credit is calculated and applied automatically by TurboTax, rather than there being a specific screen for it, is it possible to adjust things so it will go on one spouse's return instead of the other? I'm assuming it's determined by the spouse with the higher income, but is that true?
