My employer started withholding payroll taxes on health insurance premiums they pay on my behalf. Is this a taxable benefit in Quebec? This was not the case last year.

Yes. In Quebec, life insurance contributions and health insurance contributions constitute taxable benefits.

If your employer is paying for your health insurance premiums, then you can't claim them as a medical expense.
