This would depend on if you are a Canadian resident for tax purposes. Please use the questionnaire inside TurboTax. Or you can also use the following questionnaire from CRA:

In the case you are a resident, please see the following section inside TurboTax to enter the information:
Deductions > Students > Tuition Fees > Use the Foreign Category.
