The CRA website is not helpful in the scenario you are describing and the information provided by CRA is misleading. There are a few websites that provide clarity on the use of tuition carried forward from another province. An example for this can be found here;

From a common sense approach, one province will not subject itself to the tax credits of another jurisdiction. To try and alleviate issues that arise when moving the Federal government rules will be the dominate claim.
