My side by side comparison says that I have an over payment of CPP for the entire amount that was deducted by my employer. Why would it say I have an over payment?

My side by side comparison says that I have an over payment of CPP for the entire amount that was deducted by my employer. Why would it say I have an over payment?
ETA: last year the section for over payment said $0.
