When you receive this message it is because you never enter the information required to complete your RL31. Go back to the "Provincial" section of your return and continue until you get to the "Solidarity Tax Credit" and review it and make sure you have answered all questions.

How to go to the provincial section of the return. 

When using TurboTax Online, go to the left-hand side of your screen and click on Tax Home. You should see the "Provincial" section.
