You should be able to access the Northern Residency deduction section in the TurboTax program by going to:

Deductions and Credits / Other Deductions / Northern Residents. 

You may have to click the box that says "Lived in a remote area" in order for the Northern Residents deduction section to be made available for you to make entries in.
