When I fill out the questions for the Climate Action Incentive, TurboTax says I will be getting $154 dollars. However, my refund doesn't increase at all. Is that right?

That is correct since turbotax was defaulted to say you do qualify.

Answering the questions is only a qualifier so if you do not qualify, your refund will actually go down.
