I have a 1099-DIV form issued to myself and my wife. Can I split this income between each of us when filing this as foreign income?
And what if we haven't been doing this in prior years (I was using an H&R accountant previously before attempting to do this with TurboTax).
Each 1099 holder must report their share separately.
If you have not filed this form in previous years, I would suggest you contact the CRA or sign into your "MyAccount" with the CRA and determine if these have been filed, and if not, how to go about adjusting your previous years return.

How do I enter foreign income that is subject to a tax treaty?
