    Do I call myself a resident for filing purposes having lived in BC on a work permit?

    I am a US citizen residing in BC for work under a work permit but do both spouse and I have SIN.

    Yes. Even if you were on work permit, you are considered a tax resident for filing purposes if you lived in Canada.
