How come when I add my $1000 dollar to my tax for volunteer firefighting it doesn't effect my return total?

The volunteer firefighter's credit is a non-refundable credit.  Your total income, even with the extra $1000, may not be enough to need the additional credit to reduce your tax liability to zero.
