This explains how to report the deduction. But it does not explain how to report the income. The deduction on line 256 cannot be claimed unless the income is first reported on line 104 or 130.

I netfile from TurboTax every year even though I report UN income on line 104 and the offsetting deduction on line 256. You must have had some other error preventing you from netfiling. Note that I use the desktop version and not the on-line version of TurboTax. But it shouldn't make a difference.
