Why does the capital gains inclusion rate for 2000 field keep defaulting to 50.00?

As per CRA, generally, the inclusion rate for 2020 is ½. This means that you multiply your capital gain for the year by this rate to determine your taxable capital gain. Similarly, you multiply your capital loss for the year by ½ to determine your allowable capital loss. The inclusion rate has changed over the years. Why does the capital gains inclusion rate for 2000 field keep defaulting to 50.00?

I don't know why my rate defaults to 0.0000

Since there is no units provided in the input screen, should I over ride the input with "50", or "0.5" to give me the 50%?
