Can I add hydro bills to my tax return

You cannot typically claim your hydro bills on your tax return if you are a renter. Generally, only homeowners can claim certain expenses related to their home on their tax return, such as mortgage interest, property taxes, and home maintenance expenses. But, According to the Government of Canada's Webpage,
You can deduct expenses for telephone and utilities, such as gas, oil, electricity, water, and cable if you incurred the expenses to earn incomeFor more information, please see Government of Canada webpage.
