Can I deduct moving costs if I moved in January from a foreign country (first move to become a resident)?

If you are a new comer to Canada and landed in 2019, this move is not a qualifying move for the purpose of deduction. 

If you move from Canada, to Canada, or between 2 locations outside Canada, you must be a deemed or factual resident of Canada and the move has to be from one place where you ordinarily resided to live in another place where you will ordinarily reside.

Generally you can only claim moving expenses if you moved between locations within Canada. Accordingly, most newcomers to Canada will not be able to claim moving expenses.
