Only one person in a spousal partnership can claim OEPTC , it has to be one or the other.

it makes sense for the property owner to claim OEPTC. If the property is held jointly by husband and wife, only one of them can claim OEPTC.

If the property is held by all three of you, and your daughters name appears on the roll, then arguably you could claim 2/3 between you and your partner, the extra third being claimed by your daughter filing herself and applying separately for OEPTC.

You also need to consider eligibility, as OEPTC is a means tested benefit payment. It isn't a true tax credit. If your daughter as a single filer has income in excess of around 40k she may not be eligible.

The simplest option is for one member to claim OEPTC and share the benefit out.
