I was looking into using full service indeed, but was insure about being able to chat as I haven't been able to chat to someone directly using the chat I currently have available (it always asks me for a phone number so someone can call me). So, just to be absolutely clear: after I upgrade, I will be able to chat?

Yes, you should be able to chat and send messages within the product to your tax expert.

I am trying to upgrade, but unfortunately, any of my credit cards keep getting declined, which is likely due to the fact that I can only enter US/CA addresses. Any solutions for this?

You do require a Canadian credit card in order to make a payment. There is not another way to pay.
