Because the question asks "in the past" which I have participated in 2016, do I answer yes to this question for 2017 tax return?

Hi, the question is referring to the 'past' tax year. If you previously participated and claimed the HBP in 2016, then you you would not be eligible again. The answer to this question would be 'no'
