You can leave Box 19 blank for your Maryland Pension 1099-R input if it has "EP USED".
As a State of Maryland employee, you already paid Maryland State taxes on your contributions to Maryland's State Pick-Up retirement program. They were reported on your W2 each year and were not taxable for federal purposes, but were added back and taxable on your Maryland return. In order to not be double taxed on those contributions, once you retire, you are able to subtract the amount of those contributions already taxed for Maryland purposes each year until you have used the total amount. Once that happens, "EP USED" will be printed in Box 19 of your Form W2 and you no longer have any subtractions to take.
