Do I need to declare income from a foreign scholarship I received last year before immigrating? It was a tax-free stipend in the foreign country.

It was not considered employment and the foreign country considers this payment a donation for tax purposes.

Yes. You would need to enter all your income before moving to Canada as part of your World Income. You are not taxed on your World Income, but it is used to calculate credits that consider your income.
