How do I split the OAS tax withheld between the federal and Quebec govt?

I would like to reduce the amount going to the federal govt. and pay the difference to Quebec.

As per Revenu Quebec: The transferable portion of the source deductions for another province can reach 45% of the income tax withheld for this province. To be entitled to this credit, you must have requested a tax transfer on your federal income tax return. Enter the amount of this transfer on line 454 of your Québec income tax return.
