I have CNIL (capital loss) credit of $15,000. If I withdraw $40,000 from my RRSP, can I use the CNIL credit to reduce the taxes for the RRSP withdraw, if so by how much?

Unfortunately, that is a something you would need to contact the CRA about as we do not have all of your information.
