I moved from Alberta to BC in mid-December. Retired. Are taxes owing proportional to where income was earned?

No.  You are taxed on all your income according to your province of residence on Dec 31.  In your case, this will be the province of BC.  The only exception would be if you operated a business with a permanent establishment outside of the province where you reside on Dec 31.
