Hello,
I am from a foreign country and have a bank account in that country but lived in the U.S for a while, do I need to report that I have a foreign account since this is my home country?

You only need to report a FBAR if you are a US citizen or US resident.
Nonresident aliens aren't required to file FBARs.

Turbotax is asking that I upgrade to deluxe plan because I acknowledged that I had a foreign account. Please how do I go about this?
This is due to the fact that Schedule B is created to report that you have a foreign account, even if the foreign account isn't subject to FBAR reporting (that's a separate check box on Schedule B).
If this doesn't apply to you, change the answer to no and then follow these steps:
@BeeBee4 , generally agreeing with the answers from my colleagues @MinhT1 and @SusanY1 , I am unsure if you are a Resident for Tax purposes ( hence subject to FBAR and FATCA regs ) or you are still a Non-Resident Alien.
(a) which country are you from?
(b) what visa are you on?
(c) how did you file in 2022?
(d) your source of income ( business / wages / teacher / student or what )?
