If you claim common law but are entitled to an eligible dependant because you were single for part of 2017, can either of us claim rent or does it have to be specific?

I was single until 3 months into 2017. Now im common-law. When I claim eligible dependant it asks for a date. Do I enter the date when I becamr common-law?

I get an error with northern living allowance that both people cannot claim both amounts. Only 1 person is claiming both does that same person has to claim rent as well?
