How can I claim the expense here on the tax paid in Ireland on rental income in Ireland, it seems I am paying double taxation

I file a return each year in Ireland and pay tax on the Irish rental income, and I then file a return here and pay tax here on the same income, neither off them take into account I have to pay a mortgage and what little return there is after that stays in Ireland!

You should be able to get a Foreign Tax Credit for the tax paid to Ireland.
