How do I fix error code 90228?

There is a CRA system issue that is affecting your ability to file. If you see error code 90228, it's due to a CRA issue affecting all tax software in Canada. We understand your frustration and are advocating on your behalf by proactively requesting relief of any late-filing penalties if issues persist past April 30. We are providing daily updates here about resolutions and workarounds for the CRA system errors. 

There are two scenarios incorrectly causing error code 90228 on NETFILE returns.

The first scenario is that the Allowable Business Investment Loss is claimed at line 21700 and the return has an entry at line 21698, but no entry on line 21699.

The second scenario is that the return has an entry at line 21700 and 21699 but no entry at line 21698.

The CRA plans to fix this issue on April 14. In the meantime, the CRA has a solution. You'll need to enter 1 at line 21699 for the first scenario or line 21698 for the second scenario for the return to be accepted.

Select your version of TurboTax, then follow the steps below to resolve this error:

  1. From the 2024 Tax Return screen, select Deductions.
  2. Select the pen (edit) icon next to Losses.
  3. On the next screen, the Allowable Business Investment Losses (ABIL) box should be selected. If it isn't already, select it and then Continue.
  4. Complete the remaining screens as required and continue until you reach the Allowable Business Investment Loss screen. Complete the Business investment loss after June 24, 2024 section by entering the following info:
    • Date Acquired: 01/01/2020
    • Date Disposed: 31/12/2024
    • Proceeds: 0.00
    • Cost Base: 1.00
  5. Once done, select Continue.
    • This will now populate $1.00 on line 21699 of your return. You'll be able to NETFILE by avoiding error 90228.

Alternatively, if there's info on line 21699 but none on line 21698, follow the same steps as above, but enter the following info in the Business investment loss before June 25,2024 section instead:

  • Date Acquired: 01/01/2020
  • Date Disposed: 01/01/2024
  • Proceeds: 0.00
  • Cost Base: 1.00

To enter 1 at line 21699 to allow the return to be accepted:

  1. Open Forms mode.
  2. Select the Forms search button at the top of the screen.
  3. Enter ABIL in the search, make sure ABIL is selected under Forms, then select OK.
  4. In the ABIL form, enter the following info in the second row, which will link to line 21699:
    • Date Acquired: 01/01/2020
    • Date Disposed: 31/12/2024
    • Proceeds: 0.00
    • Cost Base: 1.00

      • If entered correctly, you should see the amount of 1.00 on line B of the ABIL form.
  5. This'll populate 1.00 on line 21699 in the Federal tab. Now, you should be able to NetFIle your tax return without seeing error 90228.

Alternatively, if there's info on line 21699 but none on line 21698, follow the same steps as above, but enter the following info in the second row instead:

  • Date Acquired: 01/01/2020
  • Date Disposed: 01/01/2024
  • Proceeds: 0.00
  • Cost Base: 1.00
