Can my son claim the CAI if he has been in Boston as a student since September but has maintained Ontario as his principle residence? He was in Toronto on Dec. 31?

Thanks for your question. Your son can claim Climate Action Incentive (CAI) as he still remains a resident of Ontario. Only if he had severed all ties with Canada and moved to the US would he become a Non-Resident.  Please click here for more information.
