Cra states that a parent who pays child support cannot claim the child as a dependent on taxes but turbo tax says neither can the person who receives support payments?

please clarify; in past years through turbo tax i have claimed my income received from child support and also claimed my child as a dependent, this year my child's other parent is saying it's his turn to claim him but i am confused based on what cra says
