Dependent 21yrs and 17 years

I am a single parent. My 21 year old full time post secondary College student lives with me. He received OSAP grant and loan.  He's not paying any interest yet. Can I claim him as a dependent? 

I also have a 17 year old. I have her down as a dependent already.

Unfortunately, once someone is 18, the Canada Revenue Agency no longer recognizes your child as your dependant unless he/she has a disability tax credit certificate on file.
