If you're mailing your paperwork to the cra do they have to receive it before your return is filed?

If you are mailing your return, then yes, the CRA must receive it for it to count as "filed".

 

If you are going to use NETFILE to transmit your return, then you don't need to send in any documents unless the CRA requests it. Once you get the NETFILE confirmation number, your return has been successfully filed.
