Child care expenses - two dependents, one newborn with no expense, and one 2-yr-old with $16,200 expense. TurboTax form allows a $16,000 deduction. Is this okay?

Yes. From Part B of T778, for each child born after 2011 or later there is a $8,000 limit. For your two children that amounts to 16,000. https://www.canada.ca/content/dam/cra-arc/formspubs/pbg/t778/t778-17e.pdf

Follow-on question - if the expense was only for one of the two children can you still claim the $16,000?

If you are using TurboTax, you should not have to worry about this. Just follow the instructions on the TurboTax page and enter information accurately. TurboTax will only claim what you are entitled to. Having said that, the only restriction CRA places on child care expenses per child has to do with expenses that relate to a stay in a boarding school (other than education costs) or an overnight camp (including an overnight sports school). All other expenses are added up without regard to which child incurred them and calculated/claimed against the total limit for all the children.
