Yes, unless you state to not optimize your medical expenses.

The reason for moving medical expenses to lower income spouse is because of the 3% of income threshold - expenses in excess of 3% of the net income or $2,237 (the lesser of these two) will be claimed. So it would be more advantageous for the person with the lower income to claim medical expenses.
