I received $21604.47 last year. Do I have to pay taxes? It was odsp. If so, should I claim medical expenses?

If your total income was from ODSP you are not going to have a tax liability...and as your income is not through employment or self employment the medical expenses will not affect your tax return.  However you do need to file a return in order to receive benefits such as the GST/HST rebates, the Ontario Trillium Benefit.
