What's the difference between the medical expense tax benefit that i'm too low to qualify for, and the very next page asking for medical expense claims?

 The medical expense tax credit is a non-refundable tax credit that you can use to reduce the tax that you paid or may have to pay. If you paid for healthcare expenses, you may be able to claim them as eligible medical expenses on your tax return. 

The following page asks for your medical expenses this is where you would enter any medical expense receipts.
