Does a person file taxes if only collecting AISH?

My 19 year old daughter has no income other than Social Assistance.  Does she need to file taxes?

Yes. She will need to enter her assistance payments from her T5007.

She needs to apply so she can receive her own GST since she is now old enough to receive it. She will also use the return to apply for Trillium if she lives in Ontario.
