How do I enter my spouse's line 23400 if she hasn't filed?

To enter a spouse's line 23400 (Net Income Before Adjustments) in TurboTax Canada when they haven't filed, enter an estimate of their income in the "Personal Information" section. If you do not have exact figures, use a close estimate based on their salary, as you can correct this later.

According to CRA: Enter your spouse's or common-law partner's net income on page 1 of your return under "Information about your spouse or common-law partner" if this applies to you. Report your spouse's or common-law partner's net income, even if it is zero.
