Have you tried to force TurboTax to retry online activation using the following steps?

  1. Go to the path "C:\ProgramData\Intuit Canada\tt2018\"
  2. Delete TTConfig.ini file
  3. Launch TurboTax 2018
  4. It will ask you to enter the License code - enter it and try to activate again.
