What I was told by another software provider, which aligns with my suspicions that this scenario was the result of political bureaucracy and bad timing.
Just put the value in Box 21 into Box 53:

To proceed with your filing:
• If you're unsure which period the gains relate to, you can use Box 53 for the amount shown in Box 21.
