I'm trying to transfer carried forward federal & provincal tuition amounts to my spouse. It's saying the max amount available to transfer is $0 & I have $14,000 available

Importing your data

Tuition amounts that are carried forward from previous years can no longer be transferred. https://turbotax.community.intuit.ca/replies/3502173
