Can I claim driving exam (drivers licence) fees? Also can i claim fees for immigration for my spouse which is paid to CIC (Canada immigration Center)

Self-employed

Drivers license fees can only be claimed on your income tax return if it was a requirement of your job and your employer issues you a T2200.  Otherwise, it is considered as a personal expense.  Also, you cannot claim immigration fees for your spouse.  These are considered a personal expense and cannot be claimed on your income tax return.

You cannot claim it even if you are self-employed?
