No, you are unable to allocate any amounts which your spouse contributed that exceeds their own RRSP Deduction Limit. The total amount you can deduct for contributions you make to your RRSP or your spouses or common-law partner's RRSP cannot be more than your own RRSP Deduction Limit.

 

As your spouse has exceeded their limit, therefore they have made an "overcontribution". There are different ways to handle this overcontribution, sometimes the overcontributor will withdraw the excess amount, or be charged a tax on amounts over $2,000. You can also apply to CRA to cancel or waive the tax.
