I had the same thing occur with my 2018 return with TurboTax adding the WITB on my behalf. I assumed the program would assess my eligibility for the tax benefit since it had added it in the first place. I also entered tuition paid in the amount of approximately $18,000. The program did not remove the WITB and I now have to repay the refund that I received that year ($420) plus interest ($20).
