Did not add medical expenses but turbotax has entered a previous years carry over number. DO NOT want to claim them this year as there's no benefit.

Just say no or continue without adding them. By using the Find icon at the top right of your return enter Medical Expenses then Go to make sure there are no ticks entered for expenses.

Did that, there are no boxes ticked.
On the summary page there are still medical expenses entered and it's asking for an upgrade to delux because of medical expenses. There is no way to delete these expenses and file for free.

Unfortunately, you may need to restart your return without transferring your past year's return's information. Once there is an upgrade the return cannot be downgraded.

You should be able to go to the deduction section of your income tax return and delete the amount entered. If you are using TurboTax Online, you can click on Tax home on the left-hand side of the return and then type in medical expenses in the search bar.
