Can an individual file a tax return using turbotax after filing for a consumer proposal in the same year and going forward?

Yes, you need to complete an income tax return even if you signed a consumer proposal.

Thanks. Yes, I understand that a return must be filed every year regardless. Even when deceased someone must file the final return. To clarify, can one use the Turbotax "software" while in a Proposal or does one have to do a "paper return?" I've heard that it most likely will have to be a paper return. Please advise. Thanks.

Yes, as per CRA NetFile restrictions "If you went bankrupt in 2018 or 2019 (does not include a proposal for bankruptcy); Therefor you can NetFile after you filed a consumer proposal.
