Can you claim line 30000 (basic personal amount) from your spouse if your spouse has 0 income?

As per CRA-Only one spouse or common-law partner can claim the amount on line 30300 for each other for the same year.

Hi, thanks for the quick response, I believe line 30300 (spouse or common law partner amount) is different from line 30000 - basic personal amount, which is what I am unsure can be claimed by the other spouse.

No, you can't claim your spouses Personal Basic Amount. That is specific for each individual.

There are quite a few resources that state that you can transfer unused Basic Personal Exemption non-refundable tax credits to a spouse. Is there a way to do this on Turbo Tax standard?

Yes some credits are transferrable but unfortunately the Basic Personal Exemption is not transferrable.
