I had same issue. I tried safari and chrome. After trying following steps in chrome i was able to create account.
- turn off ad blocker
- turned off VPN
- turned off windows firewall, YOU HAVE TO TURN IT OFF, adding tubotax to allowed list won't work. (i do not have any other antivirus installed so if you have turn it off as well)
- allowed 3rd party cookies
- allowed java script
- allowed pop up (in short allow all settings for turbotax in your browser)
