To me, that isn't logical. If the CRA doesn't finalize forms until March 31, why would they allow you to Netfile by the end of February? Does that mean anyone who Netfiles between Mar. 1 and Mar. 31 is in jeopardy of having an incorrect assessment? Out of frustration I did a test pass in another online tax software, and they don't have the same issues.
