I have the exact same Locked Forms error, even though the forms listed are forms not included in my tax return. Tax season is not a surprise, and as you pointed out the CRA already has completed forms, so it seems TurboTax was unable to deliver the product they're already charging users for. TurboTax was eager to take my payment before telling me I couldn't file my taxes, what a slimy business practice. Calling support is utterly useless, as they just read the same information on the Locked Forms FAQ page instead of actually trying to find what the issue is on TurboTax's side.
If it's not fixed by Friday, I'll just get a refund or chargeback if they give me the runaround. Lesson learned, I won't be using TurboTax next time.
